Cook onion in oil for about 5 minutes until soft.Add pepper, celery and jalapeno. Cook about 5 minutes.
Add corn, thyme and black pepper.
Cook 10 minutes stirring often to prevent sticking.
Add stock and potatoes. Bring to a boil.
Reduce heat. Simmer 15-20 minutes until potatoes are tender.
Over low heat stir in fish and milk simmer about 10 minutes until fish are done.
