In a large bowl, combine oats, flakes, flour, baking powder and sugar.
Stir in carrots, rasins and cinnamon.
In a medium bowl, whisk together water and dry milk until smooth.
Whisk in syrup, egg whites and oil.
Pour over dry ingredients.
Mix until just combined - Do not over mix.
Let stand 10 minutes.
Coat a 9" X 13" baking dish with no stick spray.
Pour in batter and level with spatula.
Bake at 350° 15 to 20 minutes or until firm to touch.
Cut into bars. Makes 10.
